Tri-Community Crime-Stoppers is offering a reward for information that leads to an arrest of the man, whom the girl described as white, between 30-35 years old, with orange hair and mustache.
She told police she was walking along South Summit and South Taylor streets when he pulled up in a black, four-door SUV between 5-6 p.m. Wednesday and offered her a ride, which she said she declined.
He then circled around onto South Woodside Avenue and passed her again, saying something, the girl said.
