Jacob Dukes-Celey Busted In Stolen Car During Police Pursuit
A wanted Westminster man took deputies in Carroll County on wild ride in a vehicle reported stolen in Howard County before having to be subdued by officers with a taser-like device, authorities announced on Tuesday.
