Tinted Windows Lead To Downfall For Pair In Westminster Packing Drugs In Maryland Van: Sheriff What started as a routine traffic stop led to a sizable bust in Carroll County when a pair was busted with drugs and cash. Ashley Marie Higgs, 31, and Matthew Alan Nagy, 29, both of whom have Westminster addresses, are both facing charges following a stop for illegally tinted windows on a 1999 Toyota van on Wednesday afternoon.
