A 24-year-old suspect who is familiar to members of the Charles County Sheriff's Office after ditching his monitoring device from a previous arrest is facing fresh charges, authorities announced on Tuesday. A teenager was arrested after reportedly touching women inappropriately and spraying an unknown substance on them at Petco Odenton, authorities say. Several women reported being touched inappropriately and sprayed with an unknown substance by Jamir Rashed Madden, 19, in Target and Petco located in the Waugh Chapel Towne Centre around 11:45 a.m., Tuesday, Dec. 27, according to Anne Arundel County police.
