Ricardo Ramos Andrade, 55, of Colmar Manor, was found unresponsive on Sept. 25 at approximately 6:35 a.m. in a park on the 4600 block of Annapolis Road.  Officers from Maryland-National Capital Park Police pronounced him dead at the scene.
