A West Virginia college student who claimed to be a serial killer allegedly stalked his Pennsylvania neighbor and threatened to dismember her, authorities announced on Saturday, March 15. A police corporal caused a head-on crash that sent himself and another driver to hospitals on Tuesday, April 5, state police say.
