The Frederick Police Department has released new details after a person in a wheelchair was struck and killed by a garbage truck earlier this month. Police say that at approximately 10:45 a.m. on Thursday, Oct. 12, officers from the department were called to the 1200 block of West Patrick Street, where they found 73-year-old Frederick resident William Arthur Whitted, Jr. in the roadway after being struck by the truck.
