Flames spread from the flat and damaged at least four homes on the 300 block of E 31st Street around 4:30 a.m., Wednesday, June 15.
Authorities later said that there were two separate incidents on the same street that resulted in the three injured victims.
Police Commissioner Michael Harrison would only say that the cause was being investigated, but that police were looking into the fire being started as a possible hate crime.
