The Maryland Department of Natural Resources has implemented a statewide ban on open-air burning amid the "extremely dry conditions" that have plagued the region recently. Gaithersburg resident Kenneth Oates, 38, is facing multiple charges following an incident reported at Welsh Park in Rockville over the weekend, though no injuries were initially reported.
