New details have been released by investigators following a probe into the death of Hagerstown resident Kelvin Lashawn, 46, after he was taken into custody over the weekend. A stranger who fired shots at a driver who struck two women with a vehicle outside a Washington County business is facing serious charges, the Hagerstown Police Department announced. On Tuesday morning, officers were called to the 7 Mini Mart on West Franklin Street to investigate reports of shots fired after the women were hit by the car.
