'Agitated Individual' Brandished Rifle During Incident In Maryland Parking Lot, Police Say A 41-year-old man who broke out a rifle during an incident in a Frederick County parking lot is facing multiple assault and other charges following an incident over Labor Day Weekend. Frederick resident Joshua Wayne Rippeon is behind bars following an incident reported shortly before 8:15 p.m. on Sunday, Sept. 1 in the 100 block of West Patrick Street.
