Officers were called to the 7700 block of Annapolis Road around 11:30 a.m. Thursday for a welfare check. Upon arrival, police found 27-year-old Armando Cousins-Stoute, who had no fixed address, suffering from a gunshot wound. He was pronounced dead at the scene. The victim, identified as 28-year-old Ronald Victor Garcia-Rodriguez, was found lying on the shoulder of northbound lanes of I-95 near Route 216 after calling 911 at around 4:30 a.m. on Nov. 18 to report that he had been shot.
