A stranger who fired shots at a driver who struck two women with a vehicle outside a Washington County business is facing serious charges, the Hagerstown Police Department announced. On Tuesday morning, officers were called to the 7 Mini Mart on West Franklin Street to investigate reports of shots fired after the women were hit by the car. Police say that after they were struck, Hagerstown resident John Michael Matthews-Hackett, 20, took out a handgun and fired a shot toward the driver of a Toyota Camry, which fled the scene while the shooter left the area on foot. Officers from the Hagerstown Police Department did not grant the wish of a knife-wielding man who wanted to be killed after stabbing his victim multiple times, according to investigators. Kevin Leonard Quander is facing a host of charges following the investigation into an incident in Washington County, during which he attacked his victim before being subdued by a Taser-like device.
