A 68-year-old Maryland man is facing charges following an investigation by the Frederick County Sheriff's Office into alleged crimes against children after being tipped off by officials in Virginia. Monrovia resident Joseph Muir Osborne was arrested this week after engaging in sexually explicit conversations with an undercover detective from the Fairfax County Child Exploitation Unit, leading to a bust in Frederick County.
