Harford County resident Thomas Wayne Hawkins, 61, who was the target of a multi-agency investigation, is accused of transporting and selling large quantities of cocaine throughout the region, according to the Carroll County Drug and Firearms Task Force. Ashley Marie Higgs, 31, and Matthew Alan Nagy, 29, both of whom have Westminster addresses, are both facing charges following a stop for illegally tinted windows on a 1999 Toyota van on Wednesday afternoon.
