Retired DC Lieutenant Charged For Fatal Library Shooting Police arrested a familiar face in law enforcement after he shot and killed a 25-year-old in the Anacostia Neighborhood Library, officials said.At around 3:30 p.m. on August 4, officers found Maurica Manyan suffering life-threatening injuries during a Special Police training session, according to the Metropolitan Police Department.
