Samuel Fikru, 18, of Silver Spring, and a 16-year-old - who will be tried as an adult - have been arrested and charged for a carjacking and robbery in Rockville, police announced on Thursday. The carjacking was reported at around 9:10 p.m. on Wednesday, Nov. 8 on Leonard Court.
