A Baltimore man is in custody after a Monday morning shooting shut down a stretch of I-95 in Howard County, Maryland State Police confirmed. Kevin Gross, 46, has been charged in connection with the shooting of 28-year-old Ronald Victor Garcia-Rodriguez, who suffered multiple gunshot wounds and remains hospitalized with serious injuries.
