District resident Isaiah Warren Simpson, 33, has been identified as the suspect involved in a Friday afternoon shooting that ended with one man suffering from a gunshot wound in Rockville. Carlos Rashard Carter, of Silver Spring, has been identified by police as the victim who was located by investigators at approximately 3:22 a.m. on Sunday, April 9 in the 11800 block of Old Columbia Pike.
