Noah Klingborg, 27, is expected to turn himself into the Bethlehem City Police Department on Tuesday afternoon, Northampton County District Attorney Terry Houck said in a press release. Scott announced on Thursday that all City buildings, including City Hall, will reopen to the public on Monday, April 4.
