Traffic was tied up in northeast Baltimore on Wednesday afternoon when a tanker overturned and spilled tar all over the roadway, leading to multiple road closures. More than 75,000 power outages have been reported in Maryland due to the wintry weather, according to the Maryland Department of Emergency Management.
