'Suspicious Person' Busted In Stolen Car With Stolen Plates Outside Maryland Business: Police

There is no shortage of criminal charges for a wanted 31-year-old man who was busted by police in Montgomery County who were called to investigate a "suspicious person" at an area business over the weekend.

Members of the Rockville City Police Department responded to Ulta Beauty Supply in the 1600 block of Rockville Pike on Sunday afternoon, where they say Germantown resident Phillip Andrew Murray was reportedly acting curiously, and may be armed, officials said.

Responding officers confronted Murray outside the store as he was attempting to get into a Toyota - which had suspicious license plates - prompting them to attempt to apprehend him, though he resisted and had to be taken to Shady Grove Hospital for evaluation of undisclosed injuries.

Further investigation determined that Murray's vehicle was reported stolen out of Germantown, and the registration plates on it had been stolen from Prince George's County. 

He was also found to be in possession of merchandise that was taken from Dick's Sporting Goods in Rockville, which was recovered inside the stolen vehicle.

No weapon was ever recovered.

Murray also had an outstanding warrants in Montgomery County for second-degree escape, possession of a Controlled Dangerous Substance (CDS) with the intent to distribute, and assault.

In Rockville, Murray was charged with: 

  • Auto theft;
  • Theft of less than $100;
  • Resisting arrest;
  • Obstructing/hindering;
  • Possession of CDS: not marijuana.

Rockville Police Chief Victor Brito said that "the quick actions of our officers today further demonstrates their professionalism and commitment to keeping the City of Rockville safe."
