Second Baltimore DPW Employee Dies While On Duty, Department Confirms For the second time in three months, a member of the Baltimore City Department of Public Works has died on the job, authorities announced. Timothy Cartwell, a solid waste worker assigned to the Reedbird Sanitation Yard died on Friday morning after sustaining critical injuries while collecting trash in an alleyway in the 1800 block of Baker Street.
