Amply-Armed Employee Threatened To Blow Up Maryland Vehicle Administration Building: Officials A well-armed employee who threatened to blow up the Maryland Vehicle Administration (MVA) building has been arrested and is facing multiple charges, according to the state fire marshal. Hagerstown resident Anthony Jacob Fritz, 38 - an employee of the MVA on Colonel Henry K.
