Etienne Kabongo, 67, claimed he was not criminally responsible for abusing the four girls due to a mental disorder after he pleaded guilty to the crime, announced the Montgomery County State's Attorney's Office. Macdoff Oghenejabo Okah, 46, of Silver Spring, pleaded guilty Thursday, June 30 to sexually assaulting an involuntarily admitted patient(Victim A) at Adventist Healthcare Behavioral Health in Feb. 2018, according to Montgomery County officials.
