Possible DUI Driver Causes Multi-Vehicle Crash On I-95: State Police

A New Jersey truck driver was caught in the middle of a multi-vehicle crash that shut down part of I-95 in Maryland for hours, according to Maryland State Police.

The crash happened around 2:50 a.m. on Sunday, Feb. 23, along southbound I-95, just south of I-195 in Arbutus, Baltimore County.

Investigators say Persia Samina Ransford, 27, of Takoma Park, was driving a 2008 Mercury Mountaineer southbound when she slammed into the rear of a 2004 tractor-trailer driven by Asmaeil Faraj Abusharia, 59, of Sewaren, New Jersey.

Moments later, a 2016 Toyota Corolla, driven by Luis Del Cid, 53, of Middle River, crashed into the Mountaineer, police said.

Both Ransford and Del Cid were rushed to Shock Trauma in Baltimore with injuries. Abusharia was not hurt.

Maryland State Police said impairment may have played a role in the crash, though it was unclear which driver was possibly under the influence.

The Maryland State Police Commercial Vehicle Enforcement Division conducted a post-crash inspection of the tractor-trailer, while Baltimore County Fire and EMS and MDOT State Highway Administration crews responded to assist.

Roads were closed for several hours as investigators worked the scene.

The Maryland State Police Crash Team is leading the investigation. Charges are pending as police await the outcome of the investigation and consultation with the Baltimore County State’s Attorney’s Office.
