Tinted Windows Lead To Downfall For Pair Packing Drugs In Maryland Van: Sheriff

What started as a routine traffic stop led to a sizable bust in Carroll County when a pair was busted with drugs and cash.

Ashley Marie Higgs, 31, and Matthew Alan Nagy, 29, both of whom have Westminster addresses, are both facing charges following a stop for illegally tinted windows on a 1999 Toyota van on Wednesday afternoon.

Shortly before 3:30 p.m. on Oct. 30, members of the Carroll County Sheriff's Office on patrol in the area of Washington Road and East Green Street spotted the van, with "what appeared to be excessively dark window tint," which was later confirmed.

During the stop, while speaking with Higgs, the deputy spotted paraphernalia known to be used to smoke crack cocaine in plain view, leading to an extensive search that led to the recovery of: 

  • 721 capsules of white/pink powder substance suspected to be fentanyl (353.2 grams);
  • 110 bags of white rock like substance suspected to be cocaine (46.2 grams);
  • More than $1,100 in cash;
  • A digital scale with white powder residue;
  • Various CDS packaging materials;
  • Metal knuckles. 

Higgs was also found to be in possession of additional CDS paraphernalia and a small plastic bag with trace amounts of a white residue.

Higgs was charged with: 

  • CDS possession: Not cannabis;
  • Possession of CDS paraphernalia; 
  • Possession of contraband in a place of confinement.

Nagy was charged with: 

  • Concealing a dangerous weapon;
  • CDS distribution or dispensing a large amount;
  • Possession of CDS paraphernalia;
  • Two counts of CDS possession: Not cannabis;
  • Two counts of CDS: Intent to distribute narcotics.

He was held at the Carroll County Detention Center pending his next court appearance. Higgs was released on bond.
