Driver Killed In Wrong-Way, Head-On I-695 Crash In Baltimore County, State Police Say One person was killed by an allegedly intoxicated driver on I-695 in a wrong-way crash in Baltimore County on Thursday morning, state police say. Hyattsville resident John Quame De Love, 64, has been identified by investigators as the person killed in a crash involving Liluram Paudel, 34, who was reportedly driving east in the westbound lanes of the interstate. The crash was reported at around 2:40 a.m. on Aug. 1 near Stevenson Road. De Love, the only person in his Chevy Malibu, was pronounced dead at the scene by paramedics.
