Baltimore County Man Arrested In Connection To Car Rally In Philadelphia: State Police A Baltimore County man was taken into custody on Thursday by the Maryland Car Rally Task Force and local law enforcement in connection with a September car rally in Philadelphia that escalated into violence.  Juawarn Williams, 21, of Rosedale, faces charges including recklessly endangering others, disorderly conduct, and riot, according to Maryland State Police.  "His arrest is part of a broader effort by Maryland authorities to tackle the surge in illegal car rallies and street takeovers," investigators said. 'Unlawful Exhibition Driving' Event In Anne Arundel County Dismantled Overnight: State Police Seven people were arrested over the course of six hours as Maryland State Police broke up nearly a dozen "unlawful exhibition driving events" overnight, officials say.
