At around 8:45 p.m. on Oct. 9, an officer came across a car that was traveling in the wrong direction on Pennsylvania Avenue before crashing into a parked vehicle in the area. While speaking with the driver - who has not been identified - he was instructed to sit on a nearby curb amid the initial investigation; however, he had different intentions.
