At around 5 a.m. on Sept. 29, crews were called to the 300 block of North Charles Street, where there was a reported fire inside a manhole with flames showing near the intersection of Pleasant Street. Baltimore City Fire Department was dispatched to the 300 block of N. Charles St. with a manhole on fire.
