Officers from the Montgomery County Department of Police were in the Glenmont area conducting an investigation when they spotted two people in the middle of a deal on Georgian Wood Place. An 18-year-old buyer from Riverdale and his 16-year-old seller were both detained without incident. Scooter Rider Killed By Underage Hit-Run Driver In Baltimore, Police Say A 16-year-old was charged after a reported hit-and-run involving a man on a scooter who was riding in Baltimore overnight, according to police. Shortly before 10 p.m. on July 23, officers responded to the 3500 block of Pulaski Highway, where there was a reported hit-and-run involving a Mazda.  Police say that the teen driver in the vehicle struck a 31-year-old man driving an electric scooter on the highway, leaving him with critical injuries.
