Crystal Meth, Heroin, Fentanyl Seized From Maryland Man During Traffic Stop, Sheriff Says What started as a routine traffic stop for a driver in Carroll County led to a man behind bars following a big drug bust, according to the sheriff's office. Westminster resident Spencer Lee Leckron, Jr., 34, is facing a host of charges following a proactive stop conducted by deputies of a 2016 Nissan Rogue making an unsafe lane change.
