A 24-year-old woman is dead after being struck by a tractor-trailer in the middle of I-95 on Sunday morning, police say. Richmond resident Tamara Eddy has been identified by state police investigators as the person killed shortly after 1 a.m. in the northbound lanes of the interstate in Stafford County.
