Fiery, Fatal Crash: Teen Charged With Killing Brother In Chicopee Wreck A 19-year-old man who is charged with killing his 13-year-old brother when he crashed his car into a Chicopee house last month was intoxicated and speeding at the time of the wreck, the prosecutor said.  Stefen Baulkman, of Holyoke, is charged with OUI, manslaughter, OUI causing serious bodily injury, and unlicensed operation of a motor vehicle, the Hampden County District Attorney's Office said.
