Pot City: Western Mass Community Has More Marijuana Licenses Than Anywhere Else In State City efforts to court the burgeoning marijuana industry appear to have worked for Holyoke; the city has more marijuana establishment licenses than anywhere else in the state. Holyoke has completed 40 weed business applications, according to a Boston Business Journal analysis. A total of 841 marijuana business license applications have been submitted to the Cannabis Control Commission from 2016, when marijuana became legal in Massachusetts, through July 9.
