Essex County resident Jaeby Ortiz Ruiz, of Haverhill, was found dead early Sunday, March 10, in the area of Riverview Street in North Andover, according to police. On Monday, March 11, 22-year-old Derick Moncion, of Haverhill, was arrested and charged with Ruiz’ murder. He was arraigned the following day in Lawrence District Court. Cement Truck Rolls Off North Andover Road, Shutting Down Traffic Officials closed a road to deal with a cement truck that rolled off the road. The cement truck rolled over on Middleton Road on Tuesday, June 11, appearing to nearly flop into a body of water, according to a Tweet sent by the North Andover Fire Department. The truck appeared to roll off the road and towards a body of water.North Andover Fire Department The road was closed around noon.  The North Andover Fire Department and Police Department were among the organizations that responded to the incident.
