Investigators identified Northwest DC resident Michael James Quander, Jr., 44, as the person who was gunned down inside a residential building in the Navy Yard over the weekend. Shortly after 3 a.m. on Sunday, March 31, officers were called to the 1100 block of 2nd Street SE, where there were multiple reports of gunshots inside the building.
