Troy Barnes, 21, of Baltimore, was charged with attempted first-degree murder, Baltimore Police announced Thursday afternoon, Feb. 29. Barnes is accused of shooting a 46-year-old man during a road rage incident between the two on the 1200 block of Hilton Parkway.
