Minor Responsible For Majority Of Bomb Threats Targeting HBCUs, FBI Says The FBI announced that one minor is “believed to be responsible for the “majority of the threats" that have been targeting Historically Black Colleges and Universities (HBCUs) across the country and throughout the region.
