The boy died hours after he was rescued, while a 13-year-old girl and a 22-year-old man were taken to a nearby hospital in critical condition. Kevin Wallace, 49, was arrested on Thursday, Dec. 29, after a search warrant was executed at a home in the 400 block of North Rose Street around 4:40 p.m., according to Baltimore police.
