Maryland AG Releases Report Into Fatal Officer-Involved Barbershop Shooting The Maryland Attorney General's Office has released its report on a deadly officer-involved barbershop shooting in Baltimore last year. Shortly after 3 p.m. on Nov. 13, 2021, off-duty Baltimore Police Sgt. David Burch was getting a haircut at Bladi Style Barbershop on O’Donnell Street when Carlos David Ortega walked in and pulled out a handgun from his waistband. The report determined that Ortega then shot Rafael Jeffers several times while Burch was sitting in Jeffers’ barber chair.
