Fugitive Wanted In Cecil County Captured In Pennsylvania: Police A "fugitive from justice" in Maryland has been captured in Central Pennsylvania, authorities announced on Friday.  Corrie Denell Collins, 41, originally of Cecil County, MD but most recently of Lancaster, PA was caught by police following a reported "disturbance" due to an argument he was having in the 100 block of Westmore Way, Manheim Township on Dec. 16, police said in the release on, Jan. 26.  When the offices did a quick background check on Collins they learned he had an outstanding warrant issued by the North East Police Department in Cecil County.
