Michael Hill Was Convicted Of Road Rage In Westminster A road-raging man who spat in the face of a driver over a perceived slight in Carroll County will spend years behind bars after taking justice into his own hands, authorities announced. Michael Lawrence Hill, 34, was sentenced to 10 years in prison with all but eight suspended followed by five years of supervised probation after being found guilty at trial for an assault in February last year.
