Jason Dean Billingsley, 32, who has racked up a lengthy rap sheet over the years, is on the lam and faces a first-degree murder charge for allegedly killing the EcoMap Technologies CEO, who was featured in Forbes "30 Under 30" for her "social impact."
Her body was found in an apartment in the 300 block of West Franklin Street, and investigators believe she may have died from blunt force trauma.
In a social media post, EcoMap confirmed LaPere's death will mourning her just one day after they were posting about an upcoming appearance for the CEO.
"The circumstances surrounding Pava's death are deeply distressing, and our deepest condolences are with her family, friends, and loved ones during this incredibly devastating time," they wrote.
"Pava was not only the visionary force behind EchoMap, but was also a deeply compassionate and dedicated leader."
At the Baltimore-based company, officials said that LaPere's work was "amplifying the critical work of ecosystems across the country, and to building a deeply inclusive culture as a leader, friend, and partner.
Acting Baltimore Police Commissioner Richard Worley did not mince his words while calling on Billingsley to surrender during a press conference on Tuesday.
"I just have a message for Jason Billingsley," he said. "If you're out there watching, hopefully you are ... Every single police officer in Baltimore City, the State of Maryland, as well as the US Marshals are looking for you.
"We will find you so I would ask you to turn yourself in to any officer at any police station because we will take you into custody eventually and turn it to states attorney to prosecute you to the fullest ... So please turn yourself in."
Billingsley was previously arrested in 2013, 2011 and 2009 for multiple charges that include a sex offense, second-degree assault and robbery charges.
He is now wanted on charges that include murder, assault, reckless endangerment, and other offenses.
The Baltimore Police Department's Special Investigations Section is now working to determine possible connections to Billingsley and other cases, according to investigators.
Billingsley, a Baltimore native, is considered armed and dangerous. Anyone who spots him has been advised to avoid contact and call 911 immediately.
A vigil has been scheduled by Lapere's company for Wednesday night at the Washington Monument in Baltimore.
