Raquan L. Harkless allegedly went into the Fort Evans Road NE building in Leesburg on Sept. 11, 2023, and removed the items, then left, Leesburg police said. Harkless was identified as the suspect and arrested on Jan. 31, 2024. He was being held in the Loudoun County Adult Detention Center without bond.
