Walkersville resident Michael Vance Culpepper, 55, was arrested on Monday, May 8, after he agreed to meet with undercover officers posing as a 13-year-old girl with nefarious intentions.

The probe into Culpepper was launched in April when the state police’s Internet Crimes Against Children Task Force was conducting an undercover online investigation on a social networking site.

It is alleged that Culpepper began engaging in an inappropriate chat with who he believed to be an underage girl, but instead was a member of the task force posing as a teen.

Culpepper was arrested at approximately 1 p.m. on Monday, May 8 in Anne Arundel County, when he arrived at the planned meet-up spot and was met by state police troopers, not a 13-year-old girl.

He was charged with one count of sexual solicitation of a minor and transported to the Maryland State Police Glen Burnie Barrack for processing, officials said on Tuesday, May 9.

The Maryland State Police investigation was assisted by members of the US Army Criminal Investigation Division, leading to Culpepper’s apprehension.
