23-Year-Old CT Man Dies After 3-Vehicle CT Crash A 23-year-old Connecticut man died at the hospital after a three-vehicle crash. The crash happened in South Windsor on westbound I-291 near the Exit 4 on-ramp at about 11:20 p.m. on Wednesday, Sept. 14, Connecticut State Police said. Jose Cotto, of Windsor Locks, was riding a 2017 Harley-Davidson XL 1200 Forty-Eight when, for unknown reasons, he lost control of the motorcycle and it tipped over, causing Cotto to be separated from the motorcycle, police said. The Ludlow Police Department in Hampden County received a call on Tuesday, Sept. 21 for a woman creating a traffic jam in the middle of the roadway at the intersection of Holyoke Street and Kendall Street.
