Hector Samuel De Sousa Villata, 27, and Nelchar Garcia-Sanchez, 21, were arrested after the crash Sunday, Sept. 6, in the southbound lanes near Exit 22, Connecticut State Police said. Diesel Leaks Into I-91 Storm Drain In Windsor After Truck Part Pierces Fuel Tank In Crash A tractor-trailer failure spilled diesel fuel onto Interstate 91 and into a nearby storm drain during a morning rush-hour crash.  The crash happened Thursday, Sept 10, around 8:15 a.m. on the northbound side between Exits 36 and 37 in Windsor.
