Flash Flood Threat: Here's Projected Timing For System Packed With Storms, Heavy Rain An approaching frontal system will bring thunderstorms and heavy rain that could cause flash flooding. The system will arrive from west to east early Thursday afternoon, Aug. 10, and continue to move through into the evening. Heavy rain is expected to begin in the New York City area, Hudson Valley, and Capital regions, and western Connecticut around midday Thursday and later in the afternoon in Massachusetts and eastern Connecticut.
